Malta


Located in the southern Mediterranean, Malta is a small island nation with a warm climate. Once a British colony, Malta was the first European territory occupied by Britain, leaving a profound British cultural influence, including distinctive English-style architecture. Malta stands out globally as the only country with a "fourfold identity," being simultaneously a member of the European Union (EU), Eurozone, Schengen Area, and the Commonwealth of Nations. A Maltese passport offers numerous advantages, ranking 8th globally in 2024, allowing visa-free or visa-on-arrival access to 187 countries and territories.

 

Malta Permanent Residence Programme (MPRP)


Eligibility Requirements


  1. Applicants must not be citizens of the EU, European Economic Area (EEA), or Switzerland.

  2. Applicants must not be from a sanctioned country.

  3. No requirements for age, education, work experience, or language proficiency.

  4. The program allows family members across four generations to apply (applicant, spouse, children, parents, and grandparents).

  5. An additional fee of €10,000 per dependent applies for non-immediate family members.

  6. A minimum of €500,000 in total assets, of which at least €150,000 must be financial assets, or a minimum of €650,000 in total assets, with at least €75,000 as financial assets.

  7. A non-refundable administration fee of €50,000 is required.

  8. Purchase property worth at least €375,000 in Malta or Gozo, or lease property with an annual rental value of at least €14,000.

  9. Additional government contributions of €30,000 if purchasing property, or €60,000 if leasing property.

  10. Property (purchased or leased) must be retained for at least five years.

  11. A mandatory €2,000 donation must be made to a Maltese NGO registered under the Voluntary Organisations Commissioner in fields like charity, culture, science, art, sports, or animal welfare.

 

Global Residence Programme (GRP)


The GRP offers a one-year renewable residency, subject to meeting specific conditions. Beneficiaries enjoy Malta’s favorable tax regime, with a 15% flat tax rate on foreign income remitted to Malta. This program is ideal for business professionals in Europe who require tax or corporate structuring solutions.


Eligibility Requirements


  1. Must be at least 18 years old and not a citizen of the EU, EEA, or Switzerland.

  2. A one-time registration fee of €6,000 is required (reduced to €5,500 for properties in southern Malta or Gozo).

  3. Purchase property worth at least €275,000, or rent property with a minimum annual lease of €9,600 (for southern Malta or Gozo: €220,000 purchase or €8,750 annual rent).

  4. Applicants must pay an annual tax of €15,000.

  5. Applicants cannot reside in any other country for more

 

Startup Residence Program


The program, launched in 2022, grants a 3-year residence permit, extendable for an additional 5 years, allowing beneficiaries to reside in Malta while developing their startup projects. The program covers the founders and key employees of the business, as well as their respective family members.


Application Requirements


  1. Applicants must demonstrate a clear intention to develop and/or expand their business in Malta.

  2. The business must not have been registered for more than 7 years, whether globally or in Malta.

  3. The startup must not result from the acquisition or merger of another business.

  4. Applicants must make a substantial investment and/or pay a minimum of €25,000 in paid-up share capital.

  5. If more than 4 co-founders are applying for the startup residence permit, an additional investment of €10,000 is required for each additional co-founder.

  6. A maximum of 6 co-founders may qualify for the Startup Residence Program.
