HK | Quality Migrant Admission Scheme

The Quality Migrant Admission Scheme (QMAS) is designed to attract global talent to Hong Kong for development. Successful applicants can settle in Hong Kong without the need for a local employer’s sponsorship. The initial stay is granted for 24 months, which can be renewed in 3-year intervals. After meeting the requirement of residing continuously in Hong Kong for seven years, applicants can apply for permanent residency.
However, the application process for this scheme is highly competitive. Despite an annual quota of 1,000, only a few hundred applicants are approved each year (data from 2017). This reflects not only intense competition due to the large number of applicants but also the Immigration Department’s rigorous evaluation standards. A mainland-listed company intended to assign one of its Shanghai employees (Client B) to Hong Kong to expand its investment business. As a result, Client B received the "Approval-in-Principle Notice" in early 2018 and subsequently obtained the visa successfully.
